Debra Spikes, the mother of slain 18-year-old Ryan Spikes, has filed a lawsuit against the property owner and the party promoter for a failure to ensure adequate security at the rave/foam party where her son was shot and killed on March 14th.

The suit, under the Texas Wrongful Death Act, names Jordan Harris, the resident at 4404 Allison Street and Horizon United Group International, the promoters of the party.

The suit sites negligence on behalf of Harris and HUG International by allowing an event to take place on the premises without a proper city permit, without adequate safety precautions, pat downs, metal detectors and an overall failure to ensure adequate security.

Spikes is represented by Houston attorney Jason Gibson.

The house is now empty. Sources told News 92 FM that Harris vacated the premises during Easter Weekend. His whereabouts are unknown at this time.

Houston police are still investigating the shooting death of Spikes and are asking the public’s help for any information that will help capture the still at large shooter.

There will be a community civic club meeting for residents still concerned about the incident at the New Life Temple Church Thursday at 7pm.
